Background Information

Currently, about 15 million migrants in Europe are foreigners in their countries of residence. They do not have formal citizenship status. Well over half of them have the status of permanent resident alien, which can be established by living in host countries for a period of from two to ten years. There are also an estimated 3 million undocumented foreigners in western European countries.
